Due to the fact that Mexico, without warning, changed the rules of entry for transit passengers of cruise ships. From now on, citizens of all countries who require a visa on their regular tourist trips to Mexico will also need a valid Mexican tourist visa to visit the ports of Mexico during a cruise ship in transit.
Now cruise passengers are not eligible for the Mexico e-Visa and require a standard visa in their passport.
Also, a valid Schengen visa or a US visa is sufficient to visit the port of Mexico during a transit call.
Thus, all tourists traveling on cruises from Havana must have a visa in order to transit to the port of Mexico.
In the absence of a visa, tourists will have to stay on board the liner while entering the Mexican port.
