At the moment (June 2021) such cruise lines do not require vaccines:
MSC Cruises
The cruise company has been operating cruises in accordance with its safety protocols since August 2020 (not a typo). MSC Cruises have proven that cruises can be completely safe, even for unvaccinated passengers.
MSC Cruises cruises across Europe. Since Europe is currently closed for tourism, cruises from MSC Cruises are currently not available to us.
